+EmitGlobalConstants drops by 0.0078 ms/frame on both backends (about 35 %), inside the expected 0.007-0.010. The whole frame (fps, GL CPU, ValidateForVerb) is within noise: ValidateForVerb varies 0.17-0.22 between reps of one arm.
