Fable review of the B3 rework, nit: §7.2 cited the comment as
VulkanRenderer.cpp:13400-13403, which is the package tree's line; on the
landed tree pipe@6207c9c9 it is 13530-13533. The bullet now names the
comment by where it sits (above the fence-wait loop in
VulkanRenderer::WaitForFrameSerial) and gives both lines, the function name
being the reference.
