Baseline b = 0650608d, x = e70925d3 (both LTO-ON, API 26), FCL on cpu2-6, simpleperf on the render thread, 3 interleaved reps per arm, all 12 runs VALID (clocks pinned in the windows, tpl=0 thr=0, daemons stopped, swap off). EmitGlobalConstants is inlined under LTO, so its cost is every sample with an EmitGlobalConstants inline frame (llvm-symbolizer --inlines); ValidateForVerb is inclusive.

EmitGlobalConstants drops by 0.0078 ms/frame on both backends (about 35 %), inside the expected 0.007-0.010. The whole frame (fps, GL CPU, ValidateForVerb) is within noise: ValidateForVerb varies 0.17-0.22 between reps of one arm.
